No. Load rating depends on wheel material, bearing type, duty cycle, floor condition, and how many casters share the load. Take the rating from a manufacturer catalog, not from the image.

How do I show the top-plate hole pattern accurately?

Ask for a top view of the plate on its own and state plate size, hole diameter, hole-pattern spacing, and whether any holes are slotted for adjustment.

Can it show the caster mounted on a cart?

Yes. Describe the frame tube or panel it bolts to and ask for an assembly or section view. That also makes the swivel sweep clearance easy to read.
